
| DEAN L. SNYDER formal announcement of intention to be electedPENNSYLVANIA STATE TREASURE. I humbly come before you as the Constitutional Party candidate for theoffice of State Treasurer. I strongly believe the voters need more choices on election day. That isone reason for my candidacy. The Constitutional Party. under the verycapable leadership of Peg Luksik, provides the voters with an alternativeto the status quo, politics as usual, watered down choices of the past. TheConstitutional Party stands for staunchly conservative ideals and presentsstaunchly conservative candidates to the voters. I believe I have been called to run for the office of State Treasurerand if it is His will, I shall be elected. After completing a twenty year military career, I searched for a way togive back to my community and found a struggling grassroots organization inneed of support . For the past several years, I have dedicated myself toseeing that organized taxpayers voices are heard and that we are not usedas political pawns. Upon helping my local group thrive, I became awarethat county, regional, and state levels of organization were needed. Ihelped establish those levels from the grassroots up and today I am thepresident and coordinator of the Taxpayers Alliance of Pennsylvania. Thereare organized taxpayers in at least 54 Pennsylvania counties and they havebeen and continue to be the linchpin to positive change. It is on behalf of concerned citizens that I run for the office of StateTreasurer. Concerned citizens have two main enemies: entrenched politicalmachines and the public teacher's union. Teachers, I support you, but yourunion is out of control. Running as a Constitutional Party candidate, I support concernedcitizens by providing an alternative choice and by vowing to continue tofight the teacher's union. Further, I am not alone in my concern with legislators who gavethemselves a pay raise last year. The State Treasurer was named under asuit challenging that pay raise. I pledge to do all I can to support that challenge. I promise to make sure taxpayers get back half of my salary as StateTreasurer. I will set an example for legislators and others to follow. Recently, a superintendent from a York county public school district wasrewarded by being named to head the state Professional Standards andPractices Commission. This is the same superintendent who just weeksbefore granted a huge and unscheduled pay raise to a teacher for the solepurpose of increasing that teachers retirement pay. A blatant use of the"buddy system" in which one educator uses your tax money to throw a littlegift to an associate. As State Treasurer, I will seek justice in thismatter. The Treasurer is a member of the Public School employees'Retirement Board. I will seek to have the retiring teacher's retirement payadjusted appropriately and I'll strive to ensure these kinds of outrageousactions are stopped. The office of State Treasurer is a big job and I've been asked whatqualifications I have for this office. I believe the office calls for astrong leader and capable manager. I believe I have demonstrated thosequalities and abilities not only as a military officer, but also as anelected School Board Director. I will weigh-in on executive, legislative,and judicial issues with all the force of my office in order to carry outgrassroots desires. I will support the Constitutions of our great state and nation. I willdo all within my power to ensure the Tenth Amendment is upheld to thefullest extent. The Tenth Amendment reserves to the state or to the peopleall responsibilities not specifically delegated to the federal government.In this regard, I will work to ensure our tax dollars are only given to thefederal government when necessary and appropriate. It is clear that ourtax dollars do not return from the federal government fairly, equitably, orwithout strings and mandates. Remember the emissions debacle? This mustbe reversed by keeping tax dollars local. I will help lead the fight tomake it happen. Speaking of keeping tax dollars local, too many of our tax dollars arecurrently invested (by the Treasurer) outside of Pennsylvania. This toomust change and I will make doing so a priority.
